Including custom files from the local hard drive no longer works

      Description

      I'm not sure when this began but I can no longer include custom files from my hard drive.

      The log shows that it adds the files, and assigns them their proper IDs (if they match existing files in listfile), but when it comes time to open them it fails. For example, aqirflyingmount loaded from the HDD gives the error:

      I've tested this with a number of working models, so I know it's not that the model is broken.
